(1) An investor who wants to establish an industry in a special economic zone must submit an application to the authority for a permit in accordance with schedule-4.
(2) An investor who wants to establish an industry in a special economic zone established by a person who has received a certificate of approval must also submit the recommendation of the person who has received a certificate of approval along with the application according to sub-rule (1).
